New Land Planning System in the offing |

The Town and Country Planning Department (TCPD) is poised to introduce a new Land Use Planning System under the Ghana Land Administration Project (LAP) to streamline the use and management of land in a sustainable manner. The Land Use Planning and Management Project (LUPMP), under which the new land use system has been designed, became necessary in view of the myriad of problems facing the current land use management system. Mr. Lawrence Dakurah, Deputy Director, LUPMP, who disclosed these at a news conference in Accra, yesterday, outlined some of the problems as an obsolete and ineffective legal framework for land use planning, lack of resources for planning authorities, outdated planning technologies, lack of adequate and up-to-date maps and weak plan implementation and enforcement of planning regulations. Mr. Dakurah said, these lapses have resulted in the confusion and lack of clarity about land use matters and the chaotic situation in physical development. The proposed new planning system is, therefore, one which brings together socio-economic planning and spatial planning as well as recognises national and regional development objective as the framework/guidelines for Metropolitan, Municipal and District Assemblies(MMDAs) in the discharge of their mandate as the planning authorities. The new planning system is also that which is based on a hierarchy of conformity, with each level of plan being in compliance with the one above it. It is a system of planning that involves stakeholders, especially the residents and land owners in all the stages of the planning process and a system of planning that links land management to land administration. Under the system, there are three levels of plans, namely Spatial Development Framework, Structure Plans and Local Plans. It is being piloted in six districts and will be prescribed for planning at all levels, once the supporting legislation– the Land Use Planning Law– is passed. Source: ISD (G. D. Zaney)
